Overview

Element has an opportunity for an Technical Engineer to join our rapidly expanding team. In this role, you will manage the technical implementation of the Element quality management systems within Element Singapore and Malaysia business units.  Direct responsibility to Principal Quality Manager with functional responsibility to General Manager.  The position will require the candidate to be eligible for permanent employment in Singapore.

 

This role is based in Sungei Kadut Loop, Singapore. 

 

Responsibilities

  1. Training Program Development: (a) Design and implement standardised training programs for laboratory staff across all required locations, covering equipment operation, test procedures, and safety protocols. (b) Develop training materials, including manuals, presentations, and hands-on demonstrations.
  2. Staff Competency Assessment: (a) Assess staff competency regularly through practical evaluations, written tests, and observation of lab practices. (b) Identify skill gaps and recommend tailored training sessions to address deficiencies.
  3. Standardisation Across Locations: (a) Ensure consistent training and skill levels across all laboratories by implementing standardised processes and protocols. (b) Conduct audits to verify adherence to training standards and laboratory procedures.
  4. Onboarding and Certification: (a) Train and certify new employees in laboratory operations, testing standards, and quality requirements. (b) Maintain records of staff certifications and ensure timely renewals.
  5. Technical Support and Guidance: (a) Act as a resource for troubleshooting technical issues during testing procedures. (b) Provide ongoing support to ensure proper equipment usage and methodology adherence.
  6. Regulatory Compliance: (a) Ensure all training programs comply with relevant industry standards (e.g., ISO/IEC 17025) and regulatory requirements. (b) Stay updated on changes in industry regulations and incorporate them into training content.
  7. Multi-location Coordination: (a) Schedule and conduct training sessions at multiple sites, ensuring all teams receive consistent updates and refreshers. (b) Coordinate with laboratory managers to align training priorities with operational needs.
  8. Training Evaluation and Feedback: (a) Evaluate the effectiveness of training programs through feedback, performance reviews, and testing outcomes. (b) Continuously improve training content and delivery methods based on feedback and evolving laboratory practices.
  9. Documentation and Reporting: (a) Maintain comprehensive records of training activities, participant progress, and competency assessments. (b) Report training outcomes and compliance metrics to management regularly.
  10. Cross-functional Collaboration: (a) Work closely with the Quality team and Operations teams to ensure training aligns with organisational goals. (b) Share knowledge of best practices across sites to drive continuous improvement.
  11. Promoting Safety and Quality Culture: (a) Train staff on workplace safety practices, hazard identification, and emergency response procedures. (b) Reinforce the importance of quality control and accurate testing in daily operations.
  12. Equipment and Technology Training: (a) Provide training on the use, calibration, and maintenance of laboratory equipment. (b) Introduce staff to new technologies or testing methods as they are adopted.
  13. Benchmarking and Continuous Improvement: (a) Monitor industry trends and benchmarks to incorporate innovative practices into training programs. (b) Encourage staff participation in external workshops, certifications, and seminars to enhance their expertise.
  14. Performance Metrics Development: (a) Define key performance indicators (KPIs) to measure the impact of training programs on laboratory efficiency, accuracy, and compliance.

Skills / Qualifications

  • Preferred Civil Engineering Diploma or Bachelor of Civil Engineering Bachelor’s degree (or equivalent qualification) with ideally 5 years’ experience in construction materials testing.
  • Experience of working in an ISO / IEC 17025 environment is a prerequisite.
  • Effective organizational and time management skills with the ability prioritize activities.
  • Excellent communication skills.
  • Experience in participating in quality investigations, undertaking root cause analysis, developing corrective action plans, and ensuring the effectiveness of actions undertaken
  • Requirement to keep up to date with changes in the quality landscape and maintain personal professional development.
  • Ability to identify quality and technical problems and work with colleagues to determine effective and sustainable solutions.
  • Ability to collaborate with colleagues and work effectively as part of a team.
